The initial stage of the early release program allowed prisoners serving sentences of up to 19 months to be freed after completing just one third of their term. This policy aims to alleviate pressure on the prison system, which is currently operating at 98.2% capacity. As a result, approximately 2,500 additional inmates are expected to be released nationwide by the end of the year.
The Ministry of Justice emphasized that public safety remains a top priority despite the increase in early releases. To support this, they are deploying thousands of new Neighbourhood Police officers and increasing police funding to £18.5 billion. Moreover, investment in the probation service has reached unprecedented levels to ensure offenders are properly supervised once released.
To manage individuals on licence, several stringent measures are being introduced. These include the implementation of world-first restriction zones, the largest expansion of electronic monitoring through tagging, and enhanced victim involvement in setting licence conditions. These steps are designed to maintain strict control over offenders while addressing public safety concerns.
Greater Manchester Police Deputy Chief Constable Terry Wood highlighted the collaborative efforts with partners to ensure offenders comply with their licence terms. He stated that any violations are actively monitored and enforced by GMP. Wood also stressed that the force remains committed to responding swiftly to incidents and protecting victims while pursuing those responsible for criminal behavior in the area
