Last week, a significant delegation from Liverpool traveled to India to bolster international cooperation and develop new partnerships across sectors such as government, healthcare, innovation, and enterprise. The initiative began with Liverpool City Council leading a programme in Hyderabad from 12 to 14 October, followed by a visit to Bengaluru on 15 October, where the University of Liverpool inaugurated its new campus.
The trip united a broad range of Liverpool’s institutions, including civic leaders, universities, NHS representatives, innovators, businesses, and sporting bodies, coordinated through the Global Liverpool Partnership. Central to the Hyderabad portion was the signing of a strategic Memorandum of Understanding between Liverpool City Council and the Government of Telangana. This agreement marked Liverpool as the first UK Core City to form such a strategic partnership with Telangana, creating a collaborative framework centered on health and life sciences, research, innovation, trade, enterprise, skills, and sport.
Collaboration spanned various areas: Knowledge Quarter Liverpool and Sciontec worked on establishing an Innovation Bridge with T-Hub, one of the world’s largest innovation campuses, to facilitate market entry and support between businesses in Hyderabad and Liverpool. The NHS University Hospitals of Liverpool Group deepened ties with KIMS Hospital Group through joint initiatives in healthcare, research, education, and workforce development. Liverpool Football Club’s LFC Foundation explored opportunities in sport, health, and community engagement. Additionally, Liverpool’s research institutions, such as the Liverpool School of Tropical Medicine, Alder Hey Children’s Hospital, The Clatterbridge Cancer Centre, and Liverpool John Moores University, contributed to shaping research priorities despite not all attending in person.
The Research and Innovation Circle of Hyderabad (RICH), an agency connected with the Government of Telangana, coordinated engagements with key local academic, healthcare, research, and innovation stakeholders, aligning with the priorities defined in the Liverpool-Telangana partnership. After completing activities in Hyderabad, the delegation moved to Bengaluru to support the opening of the University of Liverpool’s new campus. The event was attended by notable figures including the Mayor of the Liverpool City Region, Steve Rotheram, and other dignitaries from government, education, and culture sectors. The dual programmes in Hyderabad and Bengaluru collectively highlighted Liverpool’s broad ambitions in India and demonstrated the strength of its institutions working together internationally underpinned by the Global Liverpool Partnership.
Hyderabad is widely recognized as a global hub for pharmaceuticals, biotechnology, vaccines, digital innovation, and life sciences, while Liverpool brings complementing expertise in healthcare innovation, infectious-disease research, university-led investigation, commercialization, advanced technology, enterprise, and sport. The mission aimed not only to forge long-term collaborative ties but also to open avenues for businesses to access new markets and build partnerships that support growth and skilled job creation.
Councillor Liam Robinson, Leader of Liverpool City Council, emphasized Liverpool’s integrated approach in India, stating, “Liverpool is taking a genuinely collective approach to India, bringing together our civic, university, health, innovation, business and sporting institutions to build relationships that can deliver long-term benefits for the city.” He further remarked on the unique partnership with the Government of Telangana and the practical benefits expected from the Innovation Bridge and healthcare collaborations. Similarly, Chief Minister Revanth Reddy of Telangana highlighted the complementary strengths of both regions and expressed commitment to expanding innovation, investment, and high-value enterprise through the partnership.
Colin Sinclair, Chief Executive of Knowledge Quarter Liverpool and Sciontec, praised Hyderabad’s dynamic innovation ecosystem and the alignment with Liverpool’s ambitions, calling the visit “a fantastic opportunity to strengthen our relationship with T-Hub and lay the foundations for long-term collaboration.” From the healthcare perspective, Professor Jim Gardner of the NHS University Hospitals of Liverpool Group welcomed the partnership with KIMS Hospitals and the British Institute of Medical Sciences, noting it would enhance learning, research, and professional development.
Professor Tim Jones, Vice-Chancellor of the University of Liverpool, celebrated the new Bengaluru campus as an important milestone, enabling students to engage with research-driven, employer-led education and creating a vital link between Liverpool, Bengaluru, and Karnataka for years to come
