Liverpool City Council is advancing plans to introduce more rigorous planning regulations on Houses in Multiple Occupation (HMOs) through its forthcoming Local Plan. These proposed measures respond directly to concerns voiced by local residents and aim to create a stronger framework for evaluating future HMO applications. The intention is to prevent overly dense clusters of HMOs in specific neighbourhoods, while still maintaining a diverse mix of housing options throughout the city.
The policies have received approval from the Cabinet as part of the new Liverpool Local Plan set to guide development through to 2043. This plan includes powers designed to control where and how HMOs are located, thus supporting the preservation of balanced communities and safeguarding the availability of family homes. By implementing these measures, the council hopes to manage growth thoughtfully and protect the character of various areas within Liverpool.
The Local Plan will replace the current strategy, adopted in 2022, and upon its formal adoption, it will serve as the primary tool for determining planning applications. Local Plans are a mandatory legal requirement for councils and provide a long-term vision for sustainable growth. They balance the need for new housing and investment against the interests of existing communities, serving as a foundation for decisions pertaining to housing, infrastructure, transport, environmental protection, and regeneration.
Councillor Nick Small, Cabinet Member for Growth and Economy, emphasized the importance of striking a balance between development and community sustainability. He stated, “A Local Plan is about achieving the right balance between accommodating growth and protecting the character and sustainability of existing communities.” He also acknowledged residents’ concerns about the high concentration of HMOs in certain parts of the city and explained that the strengthened planning policies are intended to support balanced neighbourhoods and preserve family housing availability.
