Liverpool’s prominent Pall Mall development has reached a significant milestone as Liverpool City Council and Kier Property have chosen VINCI Construction as their design and build partner. This decision follows a rigorous two-stage tendering process, setting the stage for the next phase of this key regeneration project.
This advancement comes after Chancellor Rachel Reeves announced government support at UKREiiF in May, aimed at unlocking pivotal redevelopment initiatives within Liverpool city centre. Such backing is part of the Liverpool City Region Combined Authority’s £2 billion Investment Fund, which identifies Pall Mall as a priority scheme. The development aligns with the government’s objectives promoting urban densification and encouraging regeneration on brownfield sites.
As a member of the global VINCI Group, VINCI Construction brings extensive expertise in executing complex commercial, infrastructure, and regeneration projects within the UK. The Pall Mall project will introduce a modern, net zero carbon-enabled office environment, complemented by ground-floor retail spaces and a new half-acre of greenspace. This initiative supports Liverpool’s broader goals to attract investment, generate employment opportunities, and foster sustainable economic development.
The announcement of VINCI Construction’s role will be showcased during an Imagine Liverpool Board event in central London, hosted by Mayor Steve Rotheram and Councillor Liam Robinson. This gathering will bring together key stakeholders from investment, development, and regeneration sectors to highlight Liverpool’s growth prospects and strategic development pipeline. Liverpool City Council, working alongside Kier Property, is advancing the first phase of the Pall Mall scheme, which forms part of a masterplan designed to transform the area into a cutting-edge commercial destination supporting the city’s long-term economic ambitions. Further updates on the project’s progression are expected in due course.
Councillor Liam Robinson, Leader of Liverpool City Council, emphasized the importance of this development: “Pall Mall is a transformational opportunity for Liverpool and a key part of our ambition to deliver the high-quality commercial space needed to support a modern, growing economy. It’s fantastic to be able to showcase the progress being made at Imagine Liverpool, bringing partners together and demonstrating the strength of our shared commitment to delivering this important development. This scheme will play a major role in attracting new businesses, supporting job creation and reinforcing Liverpool’s position as a leading destination for investment.”
Mark Robinson, Senior Development Director for Kier Property, also expressed pride in the advancement: “Seeing this scheme move forward in partnership with Liverpool City Council is a significant achievement and a testament to the strength of our shared vision for Liverpool’s future. We are proud to continue working together to bring forward an exciting and transformative development that will help establish this scheme as Liverpool’s premier commercial destination. By creating a vibrant place for businesses, investment and innovation, we are supporting long-term economic growth and delivering lasting benefits for the city, its communities and future generations.”
From VINCI Construction, Regional Director Gary Hughes stated, “We’re delighted to be involved in the Pall Mall regeneration project, having been appointed as preferred bidder for the scheme. This represents a transformative investment in Liverpool’s Commercial Business District. Being based within the Liverpool City Region, we’re proud to bring the strength of our regional presence to the scheme through our skilled workforce, established local supply chain and strong long-standing connections across Merseyside. This will certainly enable us to deliver meaningful social and economic value alongside high-quality, sustainable development that reflects the city’s ambition and growth.”
Patrick Nolan, Chair of the Imagine Liverpool Board, highlighted the broader significance of the project: “Pall Mall is a critical priority for Liverpool and one the Imagine Liverpool Board has strongly supported and advocated for over the past year. It is a vital scheme in addressing the city’s need for high-quality commercial space and in strengthening its ability to attract investment, businesses and talent. We are delighted to see this level of progress, with the appointment of Vinci Construction marking a significant step forward. It demonstrates real momentum behind the project and reflects the city and city region’s clear ambition to accelerate growth, create jobs and deliver at scale.”
