Liverpool City Council has given the green light to proceed with the appointment of a design consultant to carry out initial design work aimed at enhancing active travel routes along the Vauxhall and Greatie corridors. This follows a competitive mini-competition under the Council’s Highways and Transportation Professional Services Framework. The Cabinet’s decision marks the next phase of development within the Transport for the City Regions (TCR) Vauxhall/Greatie initiative.

The contract is set to last for 48 weeks, allowing the consultant team to develop comprehensive proposals targeting improvements in walking, cycling, wheeling, and public transportation infrastructure. The scope of the project spans multiple northern Liverpool wards, including Brownlow Hill, City Centre North, Everton West, Kirkdale East and West, as well as Vauxhall.

This ambitious Vauxhall/Greatie programme aims to introduce a broad range of transport and public realm upgrades. These include new separated cycle lanes, safer and more accessible junctions, and additional pedestrian crossings. The project will also remove pedestrian subways at key locations—specifically at St Anne Street/Juvenal Street and St Anne Street/Mansfield Street. Other improvements involve upgraded bus stops, maintenance of highways and carriageways, alongside enhancements focused on placemaking and wayfinding.

The work is part of the larger Transport for the City Regions programme, which benefits from sustained government funding for local transport improvements. In June 2025, a £1.5 billion funding package was confirmed for the Liverpool City Region covering the period from 2027–28 to 2031–32. The initial design and concept phase will utilize £2.401 million in TCR pre-development funds, previously approved by Liverpool City Council in December 2025. The appointed consultant team will bring together expertise from several disciplines, including civil and structural engineering, traffic signal and street lighting design, transport planning, and project management. They will also play a key role in early stakeholder and community engagement.

A strong emphasis on social value was embedded in the procurement process, with plans to support local education and career opportunities, community volunteering, crime reduction efforts, and skills development. Assessments of equality and environmental impacts indicate the programme will foster safer, more inclusive streets while delivering long-term benefits to health, air quality, and overall wellbeing. As the project moves forward toward detailed design and eventual construction, additional funding approvals will be sought.
